The proposal to 12823 that the subject of making
Lubuan a plan for Straits Convicts was along under
consideration, whether the convicts there also be
transported.
I can imagine that such a form of punishment was
distasteful to the Cantonese. I can, I think,
arrive at it under the Straits Prisoners Removal Act.

Labuan a penal settlement for Straits & Hong Kong.
I would proceed as the Governor of the Straits
proposes.
